This exploratory multidisciplinary social science case study illuminates challenges/opportunities regarding the restoration/regeneration/conservation of a coastal Taiwan bottom-up 2012 implemented community eco park project – the only instance of rural communities found solicited to lead salinized ecological land use planning-management of former now government abandoned evaporative salt making infrastructure. We uncover human factors central to ineffective landscape greening actions, hence, ceased community eco park development and funding within its physio-environmental and socio-economic-political contexts. 1,800 ethnographic and photographic data images, covering 2,200 hectares of ponds area are collected by extensive field study with a portion presented in key figures; these support our improved case measures/planning product outputs and document the landscape historically. Structured former project focus group member questionnaires and interviews plus unstructured discussions are applied. Primary and secondary data are further incorporated into our interwoven analytical and conceptual framework. An adapted operational model for effective conservation/restoration action is employed and adapted to conduct a review and assessment of the former project and fill knowing-doing gaps for future iterations; unrestricted open interests and issues are gathered in an improved social process of local consensus building, visioning, and decision making toward the next potential project plan. In short, we find communication and capacity (empowerment) issues central to explaining prior ineffective actions; further, governmental funding was inadequate for realizing its well-intended objectives while overly depending on volunteerism without effectively establishing ownership and accountability for permitted wise uses; lastly, the well-established guiding principles for effectiveness in such projects were overwhelmingly not ***, significant opportunities/challenges
